The Leveson Enquiry invited the Carnegie UK Trust to make this submission after seeing the Trust’s previous work on news and the media, including the reports Regulation of the Press and Better Journalism.

A number of groups have a strong and legitimate interest in how the press is regulated. This includes the industry itself, politicians and the general public. Our primary interest, as a charitable foundation which aims to improve the wellbeing of people in the UK and Ireland, is in how well any new regulatory regime meets the needs of citizens.  This paper explores that topic.
