 This note summarises discussions and presentations made at a half day seminar in Dublin on the 6th of October 2014. The seminar hosted by the National Economic & Social Council in partnership with the Carnegie UK Trust was a chance for policy makers and practitioners to come together to explore the evolving relationship between government, civil society and citizens and how this can be successfully redrawn to improve societal and individual wellbeing. Sir John Elvidge, Carnegie UK Trust Trustee and author of A Route Map to an Enabling State was the keynote speaker.
