Response to the consultation on the Community Empowerment (Scotland) Bill

This is the Trust’s response to the consultation on the Community Empowerment (Scotland) Bill. We warmly welcome this consultation and we have been pleased to participate in the Reference Group which has helped to support its development. We believe that the proposals set out in the consultation provide a unique opportunity to significantly alter how we organise our society in Scotland and deliver major improvements in our collective wellbeing. We are particularly pleased that the consultation includes a proposal to enshrine the National Performance Framework, Scotland Performs, in legislation. We are supportive of the proposals within this consultation to offer communities increased opportunities to own assets and to become more involved in local outcome setting and public service delivery. To support increased community ownership we have called for the establishment of a national database of publically owned assets.
